Subwiki: Same Color Themes list appear in the Color Theme Local and Global tabs

Steps to reproduce:

1. Create a new subwiki and access it
2. Click on Administer wiki > Look & Feel > Themes
3. Click on the Local / Global tabs and observe the listed themes

Expected results: The Local and Global themes are separated in each tab.

Actual results: All themes appear in both tabs.
