Description
Steps to reproduce:
- Login with Admin
- Go to Administer Wiki > Social > Notifications
- Change some toggles settings for System Filters (e.g. System filter to OFF)
- Create a Custom filter for the Sandbox page
- Create a new user (e.g. U1)
- Login with U1
- Click on the Notifications bell
- Click on Settings, in the right side of Notifications
Expected results: For a new user, all settings configured by Admin in Administration are reflected in the user's Notifications Preferences.
Actual results: Settings are shown as selected, but the Custom Filters are doubled.
