User receives notification of his account creation when events are enabled by default by the admin

    Description

      Steps to reproduce:

      1. Login with Admin
      2. Create a page eg. P1
      3. Go to Administer Wiki > Social > Notifications
      4. Set Pages Notifications to ON 
      5. Create a new user (e.g. U1)
      6. Login with U1
      7. Click on the Notifications bell
      8. Click on Settings, in the right side of Notifications

      Expected results: For a new user, all settings configured by Admin in Administration are reflected in the user's Notifications Preferences.

      Actual results: Settings are shown as selected but a notification about the creation of his account appears in the Notification list.
