Introduce a DocumentVersionRangeDeletingEvent event

XWIKI-18734 introduce an event to indicate that one or several document history version have been removed. Since removing a document version might also imply modifying the current version, it would be interesting to make the difference between a DocumentUpdatedEvent related to a real modification and one caused by the delete of the current version in the history.
