Autowatch is broken if all scope notification filters are removed

    Description

      Reproduction steps:

      • Create a new user: by default, it should have the automatic page watching set to "Every time I make a major modifications", and the pages notifications should not be enabled
      • Login with that new user and create a new page
      • Check in notification settings that a new custom filter has been created for that page
      • Remove this filter
      • Create a new page, or perform any edition

      Expected results:

      • all major edition should result to new scope notification filters being created

      Obtained results:

      • no new filter is created, the whole wiki is watched so user receive notifications for any changes
