Tags rights on sub-wiki are resolved against the main wiki

Reproduction steps:

• create a page xwiki:Space.Page, make it viewable by admin only
• create a subwiki s1
• create a page s1:Space.Page and add a tag T1
• visit http://localhost:8080/xwiki/wiki/s1/view/Main/Tags?do=viewTag&tag=T1

Expected
s1:Space.Page is listed

Actual

s1:Space.Page is not listed

Cause
The document references are wrongly resolved against the main wiki instead of the current wiki.
