Notification macro don't display events when not using user preferences

    Description

      Steps to reproduce

      1. Login (e.g. as Admin)
      2. Create a page
      3. Go to Dashboard
      4. Observe the Activity Stream
      5. Go to own user profile page
      6. Observe "My Activity Stream" section

      Expected results

      The page creation event is listed under the Activity Stream in both places (since the events are displayed here regardless of the user Notifications Watch settings).

      Actual results

      The Activity Stream displays: No notifications available!

      The issue reproduces also on XWiki 15.5.1 and could not be reproduced on XWiki 15.4 or 14.10.14.
