"edit this page" link is still not underlined even if the 'Underline links' setting is set to 'Only Inline Links'

    Description

      Steps to reproduce

      1. Login with an user
      2. Go to a non-existing page
      3. Observe the state of the "edit this page" link (which is inline)

      Expected results

      The link is underlined, since the user's preference of the 'Underline links' setting is set to "Only Inline Links (Default)".

      Actual results

      The link is not underlined even if the 'Underline links' setting is set to "Only Inline Links (Default)" or "—" (same setting).
