Major Description
Since the upgrade to jobconverter 3.0b3 and also because we are not aggressive enough, we sometimes cannot restart the openoffice process.
In order to recover better from bad situations we should be more aggressive on restart
How to reproduce a bad situation:
1/ Replace soffice.bin by a looping script. This will make it impossible to start OO
2/ Try to restart from the UI. This will fail because the XWiki status says not started and a process is already running.
