Remove the old, buggy, tag edit UI

Remove tagedit.vm and the SSX object attached to Panels.DocumentInformation . documentTags.vm is a replacement for tagedit.vm but doesn't cover the use case when the set of tags is predefined/limited (also known as "tagging a page in structured mode").
