New blog category page with special characters inside of it is not created

Steps to reproduce:

1. Click on "Blog"
2. Click on "Edit categories"
3. Add a new category and include some special characters in its name
   1. First of all, you see a "question" icon near the category name, but if you hover it, you see that its doesn't have a tooltip
   2. Second, if you click on the new created category, you see a page that you need to edit it
