Improve the items order in the Administration's "Look&Feel" category

    Description

      After XWIKI-15483 we could improve the items' order in the "Look & Feel" category. 

      Issues: 

      • Menu is using singular, while Themes and Panels are plural
      • There are 3 items related to Panels that are not closely placed
      • It's better to have an usage order than an alphabetical order
