Commit initial version of the dashboard macro, that displays the contents on a columns dashboard

Create the initial version of the dashboard macro, that does nothing else but delegate to a container with columns layout.
Also, in this initial version, no filtering is performed on the content of the dashboard macros (the contents are not restricted to instances of gadget macros).
