Issues triggering notifications scheduler

    Description

      I am testing the mails sent by the Notifications.
      My issue is that for the 11.3 version, only "Daily" notifications seem to work.
      Per user the frequency is set to "Hourly" notification, and it's working: is sending regularly the mails, but if I want to manually trigger the scheduler (for weekly and hourly, and even sometimes the daily - if you have tested over several hours, pressing it more than 10 times), sometimes it doesn't work and doesn't send a mail. Note that I make sure new events are available to be sent.

      I also want to list some console warnings that might be related (but that are not triggered by pressing the Scheduler links):

      So again, the Daily works (most of the times) when pressing "Trigger" from the Scheduler page, the Hourly and Weekly don't work manually.
