      Among other things it means moving to Java 11 as minimum version.

      Note that Jetty 10 and Jetty 11 will be parallel versions, the extra constraint in the case of Jetty 11 is to move to jakarta (XCOMMONS-2107) based packages which is an even bigger step that moving to Java 11 since it means not supporting almost all the application servers currently available so we will probably not move until Jetty 12 at least.
